Position Title Access & Privacy Coordinator - Term-Certain Part Time
Position Summary
The Risk, Privacy & Legal Services department is seeking a Term-Certain 0.5FTE Access & Privacy Coordinator. The Access & Privacy Coordinator is responsible for coordinating access to information and protection of privacy for Red Deer Polytechnic. RDP is subject to the Freedom of Information and Protection of Privacy Act (FOIP), which means that the public can request access to information held by the Polytechnic through FOIP requests and must protect the privacy of the personal information that it has collected, all in accordance with FOIP.

The incumbent coordinates both the access to information and the protection of privacy aspects of RDP. This includes processing and responding to FOIP requests, as well as acting as the primary resource for RDP staff and faculty with regard to access to information and protection of privacy questions. As the primary resource, this position must be able to interpret legislation and apply it to the situation at hand.

The Access & Privacy Coordinator leads various projects to improve RDP’s compliance with the FOIP & Health Information Act (HIA) and to create efficiencies and provides oversight for the records management program.

Position Responsibilities
Access to Information and Protection of Privacy Support
Provides support to administration and faculty on access to information and protection of privacy related matters by:
  • Providing advice in person and in writing to administration and faculty members;
  • Developing and delivering training on blackboard and in person;
  • Reviewing contract language to ensure compliance with FOIP and HIA; and
  • Developing and maintaining access and privacy related policies and procedures.
  • Interacts with other privacy & access colleagues to stay apprised of current trends, issues and best practices.

FOIP Requests
Manages the access to information (FOIP request) process in compliance with the FOIP Act by:
  • Accepting FOIP requests and liaising between the applicant and administration/faculty to clarify what information is being sought;
  • Processing fees, including coordination of fee estimates for applicants and refunds/waivers of fees where appropriate;
  • Collecting and redacting responsive records from internal areas and third parties;
  • Providing the final records to the applicant; and
  • Responding to reviews by the Office of the Information and Privacy Commissioner (OIPC).

Privacy Investigation & Reporting
Ensures that privacy breaches are investigated, reported on, and learned from by:
  • Investigating reported or suspected privacy breaches through interviews and reviews of pertinent documents;
  • Notifying people who are affected by a privacy breach;
  • Compiling a report including findings of fact and possible improvements to prevent future breaches;
  • Proactively reporting privacy breaches to the OIPC and/or other required authorities; and
  • Liaising with the affected division/school and the OIPC on the results of their review.

Privacy Impact Assessments
Provides assistance and oversight for schools and divisions to manage privacy risks posed by new and existing programs including software, by:
  • Conducting privacy assessments;
  • Completing Privacy Impact Assessments and submitting them to the OIPC; and
  • Liaising with the OIPC and the schools/divisions for improvements.

Project Management
Proactively improves RDP’s access and privacy compliance by:
  • Developing and implementing projects; and
  • Advising schools and departments on their projects or on projects that affect the whole institution.

Records Management
Providing oversight for the records and information management at RDP by:
  • Monitoring and updating the records classification, retention, and disposition taxonomy;
  • Advising administration and faculty on the appropriate usage of the taxonomy;
  • Liaising, consulting, and providing recommendation to administration and faculty on best practices in records management and how to incorporate them into their day-to-day workflow;
  • Advising on the collection of information to support records compliance audits; and
  • Advising on records management compliance issues and program performance.
Required Qualifications
Four (4) year undergraduate degree, or three (3) year undergraduate degree plus one full additional year of University in a related program representing four years of study or equivalent in Legal, Business, or equivalent.

Over one up to two years experience required.

Necessary Skills:
  • Attention to detail and accuracy
  • Strong communication and interpersonal skills
  • Comprehensive computer skills in a Windows environment using Microsoft Office and other computer-based tools
  • Problem solving
  • Highly analytical being able to collect high volumes of information, review and make assessments
  • Ability to work with a variety of people at all levels in the institution
  • High integrity
  • Incident investigation and report writing
  • Knowledge and experience with legislation specifically the Freedom of Information and Privacy Protection Act and the Health Information Act
  • Knowledge of records classification schemes using functional methodology

Preferred Qualifications
Experience in a post-secondary environment is an asset
Salary or Hourly? Hourly
Salary Starting at $34.08 per hour
Benefits and Compensation Information
An additional 15% of the hourly rate in lieu of vacation, statutory holidays and benefits.
