Position Title Senior Financial Accountant
Position Summary
Do you have your CPA designation and are you looking for a permanent full-time position? We are seeking a Senior Financial Accountant to join our Finance team.

The Senior Financial Accountant, operating under the guidance of the Controller, plays an integral role in providing accounting guidance and ensuring compliance with Generally Accepted Accounting Principles (GAAP), Canadian Public Sector Accounting Standards (PSAS), and other relevant accounting legislation and institutional policies. With a focus on accuracy and timeliness, the Senior Financial Accountant manages the accounting and budgets for capital assets, supports the Controller with assessing and implementing accounting standard changes, and prepares a multitude of financial reports for internal and external stakeholders. They also investigate GST queries to ensure compliance with the Excise Tax Act, manage the financial recording and reporting of investment activities, and prepare various comprehensive year-end working papers and notes for the financial statements and annual audit.

This position demands a high level of accounting expertise to ensure that the financial results of the institution are prepared accurately and in accordance with the PSAS Framework.
Position Responsibilities
Your responsibilities will include:
  • Providing support to the Controller with the preparation of the interim and year-end financial statements integral to supporting the accurate and timely reporting of financial information.
  • Developing and maintaining capital expenditures and project budgets related to equipment, infrastructure maintenance and building construction.
  • Providing expertise and guidance in financial decision making, offering recommendations based on a solid understanding of accounting principles and institutional goals.
  • Maintaining ongoing monitoring of RDP bank balances and cash flow and facilitating the transfer of investment funds between bank accounts and investment portfolio accounts.
  • Assisting the Controller with preparing various year-end working papers and documents for the auditors as part of the interim and year-end audit processes.
  • Reviewing capital and grant-related purchase requisitions to ensure accounting classification is appropriate in compliance with Generally Accepted Accounting Principles and Public Sector Accounting Standards, and that expenditures are within approved budgets.
  • Ensuring project expenditures are in compliance with stipulations in grant agreements and advising departments on stipulations where there is non-compliance.
  • Completing a variety of financial reports to Advanced Education and other governmental agencies regarding restricted project expenditures and budget plans related to infrastructure grants, equipment grants and various other reporting as required.
  • Reviewing monthly investment reports as provided by investment manager and preparing various financial schedules reflecting the current composition of our investment portfolio and detailing monthly investment activities.
  • Preparing monthly accounting entries to record investment purchases & disposals, capital gains, interest revenue and fair market value adjustments related to the operating and endowment portfolios, as well as, preparing various investment year-end working papers supporting the preparation of the investment notes to the financial statements.
  • Preparing financial projections of annual investment income, amortization expenses and other estimates as required to aid in financial planning.
  • Researching and gathering relevant information in order to respond to questions related to GST applicability. Assisting in collaborating with GST auditors, when required.
  • Providing timely and comprehensive responses to audit inquiries and concerns, supplying necessary information to auditors throughout the audit process.
  • Assisting in the development and implementation of changes that comply with Public Sector Accounting Standards

Required Qualifications
  • Graduate diploma or five (5) years of university (must have an undergraduate degree), or four (4) year undergraduate degree plus one-year college diploma, or two (2) undergraduate degrees representing five years of study or equivalent to 4 years of education plus a professional designation. Program of study must be in Business Administration or Accounting.
  • CPA designation is a requirement for this position.
  • Over 5 years experience in a similar role with strong knowledge of Public Sector Accounting Standards and other accounting regulations and legislation is essential.
  • Ability to solve problems and exercise critical thinking in the preparation of financial documents.
  • Excellent organizational and time management abilities to handle multiple priorities and meet deadlines.
  • Excellent Microsoft Office skills, including a high level of proficiency in Excel.
  • Proven ability to work independently and in a team environment.
  • Excellent communication and interpersonal skills to collaborate with colleagues at all levels of the organization.
  • Experience working with integrated financial systems.
  • Strong working knowledge of the Excise Tax Act.
  • Superior analytical skills and a meticulous attention to detail, with a sharp focus on accuracy.

Salary $79,867 - $93,433 annually
